Dune buggy inspection problem

I have a friend that has a Joyner 650cc dune buggy. He has bought street tires for it and it has all lights and blinkers. He had it titled but they titled it as a 'passenger vehicle'. He went to get it inspected and they said because the year model is a 2008 that they need to be able to hook it to a computer or they can't inspect it. He tryed several places.
I am hoping one you guys might have had this problem before or know someone or just know how to fix it. I googled and tryed to find answers but it seems most Dune buggies are VW based and ppl have more problems with getting a title than the inspection. So he has a title/tags plates and everything but winshield wipers but he has no winshield just a plexiglass square for the stickers.

I think he needs to find a new inspection place. The inspection does not have to have a computer hook up it just needs to pass current emmisions testing. They should be able to run it on the dyno to test it. If he is still having problems go talk to Simone who builds kit cars. It the same process.

That's the problem,it's not a kit car. if it was a kit car you can register it for the age it simulates,with a 2008 title he can't it must pass 2008 standards which had an OBDII (1996-present)port.

Get a PO box in a non- emission area like here, change the title to the PO box and take it to the area to get it inspected. We have 0 emission testing here. My buddy from Houston did it with his Hacked up jeep.

When I was a state inspector I belive there was an option in the sofware for cars that do not have obd2. I also thought that kit cars had to pass the emmissions of the year the car was built in not the year that it respesents

He has always worried about DPS. insurance on that vehicle is also mailed to the PO BOX. I have never had to worry about emissions

I was just making the point that you cant "just go to a non emissions county" and get it inspected.

actually, if you reside in a county with no emission's testing, you can go and get it inspected anywhere. only if you live in a county with testing, must you get it inspected and tested.

When I lived in Johnson county(emissions test required) and went to Tarrant county(emissions test required) to get mine inspected, they said "you have to get it inspected in the county in which you reside".

yes, because both counties require testing. when i lived in childress (childress county) i could travel to shamrock (wheeler county) and get it inspected. i now live in terry county and usually get it inspected in lubbock county. none of these require testing.

edit: or at least this is what has happened to me. your county and inspector may be different

I work with a state inspector for diesel trucks and trailers..no emisions just 'safety' stickers for equipment..he still has to punch the insurance in on a computer..ssooo i think the PO box in a diff county (non emision) is the way to go...for insurance and title. then maybe he can just take a trip there. I will run this past him 2maro.
I talked to a kit car builder here in Dallas and he said I needed a "Standard of safety statement"..said i could get it from the tax assesor office. have not checked on that yet.
I thank you all for the input and I think we are on the right track..i will let ya know what happens in case anyone has the same deal oneday.
